Description
Two forces that have long held humanity in contempt will now face off...Helghast Empire: An autocratic empire, the Helghast Empire is a nation of fascists, who strongly believe they are superior to other races, most especially humanity, whom they hate and distrust above all others. Driven by the ideals of duty, obedience, and loyalty to the Empire, they are highly militaristic with little sympathy for others.
Locust Horde: Reptilian Humanoids who dwell beneath the earth, the Locust Horde hate humanity and all our works. With stolen human technology, biological weaponry, and an army of war beasts that seem to come straight from your nightmares, the Locusts have made it their goal to exterminate the human race down the very last man, woman, and child.
Now the Empire and the Horde will face off in a battle to the death. Will the fascists beat the Locusts back to their underground caves? Or will Reptile-men bury the Helghast deep? High powered technology, biological weapons, monsters, and ships will all play their part as these two armies face off in a battle for planetary dominance. But no matter how hard they fight, only one side can win, and be declared...

Id argue and say the Locust Horde wins, they can pop up from the underground anywhere, They have some real powerful beasts in their arsenal, Brumak's are walking tanks with twin gatling guns on their arms and rocket cannons on their back, The Corpser which they use to crush enemies with physical force or dig their tunnels with, can also be used to weaken the earth beneath the enemy, Seeders which lay out a black cloud of toxic ink and also work well as artillery and anti air by spitting out nemecyst that home in on targets.
One of the most dangerous creatures in the Locust Horde are the Locust Females or Berserkers as they are called, they where massiv hulking beasts that could smash through most things quite easily, being fast enough to catch up to a speeding train and could only be damaged when it's thick armor was weakened by the hammer of dawn which is a giant laser fired from orbit via satellite, she is also blind, but her other senses are rather good.
Their most powerfull creature is the Riftworm, a Giant worm that can easily sink entier cities by burrowing around them, The Kryll which are flesh eating bugs so to say, they only come out at night or if the sky has been inked to block out the sun, they can cleanse entier cities in a very short time.
Now then unto to the Locust bigshots, we will start with General Karn, he is the mastermind behind Emergence day and is considered the most dangerous locust ever faced by the COG, he rides a giant spider like creature called Shibolleth, it can breathe fire and crush things easily, what makes Karn so dangerous is his tactical brilliance, he easily annihilated everything that was sendt at him.
Now for General Raam, he leads the Locust forces alongside Karn, but takes a more personal hand in battles, he has a special bond with the Kryll, being able to manipulate and controll them, using them as a shield to block bullets and attack with them, he is extremely strong, being able to easily punch through solid concrete and flip cars like it was nothing, he also leads the Theron Guards which are among the deadliest of the locust, he also has some special black Therons that answer only to him or the queen, he is also strong enough to wield a troikka machine gun turret like an ordinary rifle, a feat no one else has has been seen doing.
Next is High Priest Skorge, he leads the Kantus which are the priests of the locust horde, their screams can heal and revive downed Locust, he is extremely agile, being able to jump atleast 30 meters into the air, he wields a dual chainsaw staff, also Skorge is the one that leads the Riftworm to sink cities.
Finally we get to Queen Myrrah, she does not seem to posess some special abilities but the Locust are wholly subservient to her, she is a brilliant strategist in her own right, she rides a giant bug called the Tempest, it was very fast, it could also shoot a powerfull beam of intense light from its mouth that could scorch anything to death, it could only be killed with the Hammer of Dawn.

I suppose. I'll admit, my knowledge of the Killzone series is pretty weak, so I'd vote for RAAM out of hand; but those two do seem like the type to meet on the battlefield, and outlast any troops they happen to have brought with them.

Helghast Army wins! They're far more advance and have more elite soldiers than the COG and the Locust combined, the Helghast will used the MAWLR to turn the Locust to meat and paper. The Helghast has jets to strike the Locust, the Locust can't compare to that. Also the Helghast Army has jetpacks and elite dropships to bring in other elite soldiers. Also the Helghast have tanks and tank buster elite infantry. The Scolar Visari will own Queen Myyrah like a walk on the beach. And the Helghast Snipers can turn cloak, they have elite sniper rifles compared to the Locust longshot rifle which only has one bullet, the Helghast Snipers have bolt action and in Shadow Fall, 12 semi automatic bullets with longer range. The Helghast can also call in sentries, armored drones, mortar barrages with multiple firepower, and the Helghast can handle poison attacks due to their gasmask, the Locust can't. The Locust will bow down to the Helghast. If the Helghast used Jorhan Stahl's weapons (especially the StA-5X Arc Cannon), the Locust will lose. No doubt in my mind.

Right off the bat the Locust have the advantage of being able to attack from underground virtually anywhere. This alone can be enough to cripple a military force like the Helghast simply by attacking supply routes.

The Helghast are a structured, organised military force, they have the technological advantage. And any underground shit the Loucust would try to pull, the Helghast would have a counter measure

Pre-Terracide, the Helghast military was centered at using easily replacible troops to overrun their enemies.
And could you please provide proof of these ''counter measures'' that the Helghast supposedly have against things that burrow deep underground wherever they want?

No, neither of these two are part of that. The Helghast is from Killzone (a video game)
