But there is easyer way for Corel Photo-Paint users . Just /Effects/Camera/Lens flare > Rays > Sharpness=0.
Aside from this , for PS users this tut is very original i think 8)
Nice to know that there is still people trying not to use standart filters 8)

useful, even better if you try adding gradients over the top and setting them to odd colours
or use colouriser
