It's a fairy doll. She leaves them around for others to find. When they're touched by a person, they turn into a web trap, cocooning the person for her to come and retrieve.
... she does this because people tend to be scared of her. Also because she wants people to hug and snuggle. The local fairies call her Snuggle Fluffy.
