I tried this, but I keep filling the picture in. It doesn't change the outline color.

That most likely means that step 3 is being difficult for you. I recommend zooming in as far as Paint will let you before RIGHT clicking, as Windows 7 paint can sometimes be finicky otherwise. Zooming in to the max amount usually makes it behave less like a pain in the butt.

well it coloured the inside instead for me...
idk what happened maybe I did something wrong..

I believe that on step 3 you might have accidentally selected the inside color instead of the outline color. I find that zooming in can help improve the chances of that not happening.

It is the exact same in Windows 10 Paint (I have Windows 10, too).

As a WIndows 10 user it should be the same since this version is common through windows 7, 8, and 10.

did you put the colour you want to change on colour 2 and the colour you want on colour 1, then paste?
