Windows 8 Paint is essentially the same as Windows 7 paint, so that seems really weird.

:c I'm having such a hard time wit this. I did everything but instead of coloring the lineart it colored the body :c

That means that in step 3 you did not actually select the outline color but the body color instead. A suggestion is to zoom in to ensure the selection of the right color.
