Foxes? No, silver foxes are/wee bred a lot of places. These two were rescues from a fur farm that shut down.

If it's got the white tip on the end of the tail, it's definitely a fox tail, wolves will have a solid tail. If it's all black until the white tip, it belongs to a silver fox. A black-colored fox with a white tipped tail is actually a silver fox as well.

Well, owned. This was years ago and they've passed on now. They were a treat to have but I don't think I'd do it again.

Multiple reasons, the largest being that they stink to high heaven. Even demusked, they smell like a bad mix of giant ferret, skunk, and pepperoni. When they are finished eating from their bowls, they turn right around and pee/poop over what is left. The male gets really loud during mating season. They need space, have a lot of energy, and ours were fur farm rescues that had been rehabilitated at a home, so they were approachable, but not friendly. They're also escape artists, so their enclosure had to be wired and reinforced over the entire top and the entire bottom so they didn't climb or dig out- and they dig at everything, and can climb/jump on just about anything.

Let me be up front so you don't get your hopes up; Foxes may LOOK cool and seem like a cool pet, but I would NOT recommend getting one as a pet. Ever. There were two reasons we obtained these guys: 1) The red necks looking at them beside us were discussing if they had enough fur to make boots and 2) we knew we had a 300 acre plot of land up north to build an appropriate outdoor enclosure for them when we got home (as well as the wild-life care knowledge to care for them). They reeked worse than any animal I've encountered (including skunks), and while they tolerated us, they were by no means animals you'd play with like a dog or cat. The local ASPCA had several foxes at their site after people surrendered them thinking they'd make better pets than they are.
That being said, to answer your questions:
We did not require a special license to buy them, and though we didn't actually check, we were told we'd need a license if we wanted to breed them.
The time we bought them was the first and only time we'd seen them for sale at a bird swap. I have no idea where else you'd obtain them, as I've never once seen them for sale anywhere else (and we frequent a lot of places that sell strange animals). So I'd say they are not easy to get.
We paid... I think $50 for the pair. Might have been $50 each, but it was years and years ago so don't quote me. They were cast-offs from a fur-farm that closed, and had been passed through at least 2 homes before us because they couldn't play nice with other rescues.

i want either a fennec or grey fox so badly but i wont have the money or space for a very long time. ive never heard of a silver fox as a pet. how are they? do they smell worse than red foxes?

All I know is that I would NEVER want a fox as a house pet. Ours were kept in an outdoor enclosure away from the house because they smelled HUGELY of a mix between skunk, ferret, and pepperoni. They would eat the food they wanted and then take a crap or urinate on the rest... They were certainly beautiful but if we hadn't been literally taking them out of the hands of a pair of guys who were discussing prices with the seller and wanted to skin them for gloves, we would probably not have ended up with them and I wouldn't recommend anyone keeping them as indoor pets.

You don't want a fox unless you have a lot of land to make it an enclosure on. The males can be verrrry loud in November when it is their mating season and year round they smell like 25lb ferrets with a helping of skunk and pepperoni to go with that lovely smell. They also will eat what they want of their food and then take a potty break on whatever is left, meaning you clean out food AND water dishes full of excrement daily. And their excrement smell just as bad or worse than they do. They're cute, but if you don't have the time, money, AND space to put up with them (and tolerant or distant neighbors) then I don't recommend foxes for pets. These guys were rescues and they were a lot of work to maintain.

Kit and her mate, Vix, have both passed on since the posting of this picture, actually.
As for where they lived, they are a domestic species so you will probably not see them much in the wild. The silver fox is a color phase of the red fox (meaning, a generally rare, permanent coat-color anomaly amongst wild red foxes). They are now namely bred in captivity for their fur, which is displayed as pelts or used in clothing.
These two came to us from a fur farm, and we kept them as pets in an wire-fence enclosure on a 300-acre piece of woodland owned by my friend's parents.

Trust me, they don't make for very good pets unless you have a wide open space for them. They smell very strongly like a mixture of ferret, skunk, and rotting pepperoni.
