Friendly- Harley is a very sociable type of person, always willing to stop and chat with others and make friends.
Polite- Despite the less-than-ideal environment he grew up in, Harley is very well-mannered, though it could be his Inteleon genes giving him his chivalrous behaviour.
Humorous- Harley has always been a bit of a jokester, and always tries to lighten up dark times with a few jokes or wisecracks.
Flirty- Harley will occasionally try to make flirtatious remarks at his male acquaintances, though he usually tries to keep it subtle.
Confident- Harley's presence just radiates confidence, though this can either be positive or negative, as he can sometimes get a bit too cocky and end up in trouble.
Prankster- Harley loves pulling pranks on the other members of the Hideout, though he doesn't really do it often, and will usually only prank those he knows have a good sense of humour, as he's gotten a few... less-than-positive reactions before-- just watch out for him on April Fool's Day, though!
Snarky- Just because he's polite doesn't mean he can't make some nasty remarks! Harley has a bit of a habit of making some rude comments behind the backs of members he dislikes, and won't hesitate to snap back at someone who angers him.
Show-off- Harley has a habit of showing off his (admittedly quite impressive) acrobatic skills or battle prowess whenever he gets a chance, which can get pretty annoying after a while.

Bio:
Harley never met his real parents; he was created in a lab, when scientists injected Sobble DNA into a Froakie egg to see how the offspring would turn out.
Eventually, the egg hatched into a successful fusion-- a "Frobble". This fusion was none other than Harley. He seemed healthy, with no issues, so the scientists continued to raise him.
The conditions of the lab, however, weren't exactly fit for raising Pokémon, and the scientists weren't the nicest people around, causing a fair bit of tension in the environment. One scientist, however, was... different. Harley can't remember her name now, but he remembers that she was one of the only nice people in the facility. He formed a strong bond with her, and, thanks to her being the one to take care of him most of the time, he eventually evolved into a Frogazzile.
One day, the scientist presented Harley with a gift as a symbol of friendship: a necklace, one she had had for as long as she could remember. Harley treasured the accessory, and he still has it to this day (though he doesn't wear it as much as he used to, as he's afraid it could be damaged or broken).
Harley thought this was the best things could get, until one fateful night, when a fusion broke out of its cell... which turned out to be the start of a planned mass containment breach.
Chaos ensued, and Harley was somehow broken out of his own cell in the process. In a panic, Harley found himself darting around the feet of many scientists and Pokémon, trying to find a safe spot. Without thinking, he pushed open a door to what he thought was another room, but was actually an exit door, and ended up getting hurled outside by a rampaging Pokémon. He scrambled into a nearby bush as he watched a stampede of Pokémon rush out the same door he did, though he didn't dare follow any of them.
Too afraid to go back into the lab, Harley ventured out on his own. Without knowing any way to defend himself at the time, he hid away most of the time, only coming out to look for food or to change his hiding spot every once in a while.
Eventually, he bumped into a mysterious Pokémon, who was wearing accessories that bore the logo of Team Rocket. Harley managed to strike up a conversation, which eventually turned to the question of whether he wanted to join the team. Harley was nervous, but he accepted the offer.
After finding out that the Hideout was completely run by Pokémon, and seeing that most people there were fairly nice, Harley managed to completely come out of his timid shell, and he even eventually evolved into the Grenteleon he is today.
Harley has been in the Hideout for a good few years now, and he wouldn't have it any other way.
