So, Tor'ang has been both high and low (quite literally!) in this event... Here she is meeting up with Celestina Rojas, Duchess of Amedra, who comes with an offer the Empire can hardly afford to refuse, and which is vital for the survival of East Miras. Of course, neither woman has any idea what is going to occur in Koben at the Regenfest, all they know in this moment is that each has something the other wants. They have danced this dance of back-and-forths before, and look forward to doing so again.
