Vector art is just a different kind of program that doesn't use pixels as its base. I use Adobe Illustrator. I'm not sure if there is a more reasonably priced vector program out there... I never did vectors until I was in school, and they had Illustrator on the comps. ><

It looks so much like stacked construction paper that I wouldn't have figured out it was vector without the name. The only thing that catches my eye is how "high" the outer circle of her cutie mark seems to be, with the shadow. Perhaps the only tell would be that the "piece" with her closer feathers seems to merge out of the same piece that holds the main part of her wing. At this resolution that's hard to spot, but the "dirt/burn" effect is continuous across the top. Oh! But that effect itself looks great on the suspicious, maybe even ill-tempered princess. It adds a lot of life and enhances the idea of all of the components being paper, perhaps given a few treatments with a watercolor brush.
It's a wonderful design and very bold look, both in construction and especially her mood. This could be the pop-up book page that convinces foals to behave themselves.

Vectors with paper overlays. :> I do this style a bunch up at work when authors want collages. 'Cause I suck at real collage, haha.

I illustrate children's books. Sometimes the authors want paper collages, which I'm bad at, so I do this style instead since it looks a bit like paper.

The vector file is actually untextured, it's just a regular vector with a small drop shadow. I rasterize the file and pop some linear burn layers on top of it in photoshop, to drop on the watercolor/paper textures. You can put textures in on the vector file, but it tends to make them really huge, so I don't mess with it.
