You, too, can draw painstakingly detailed fur in under twelve hours! :DI kid, I kid
If you make something with this tut as a guide, show me!
2012 edit: I was thirteen when I wrote this, please excuse the obnoxious wording.
2015 edit: I would now recommend drawing the 'swoosh' hairs more carefully than 'swoosh' unless you're drawing an anime porcupine

First off those look like mouse strokes, and painting short fur tends to be very hard with a mouse. :s
Your shadows could be darker and the fur given more direction. Also when you draw fur on a tail, draw a skinny (hairless) tail first and then draw fur off of that. :3

I actually do use a tablet if you cant believe it. Dx But I cant draw stroked fur if my life depended on it. Not kidding.

Photoshop CS4, but this tutorial works with any graphics program provided that it has transparency control in its brushes. Layers aren't needed, even. (:

There are different brushes to choose from. But the same kind except Big to small but you really cant choose a transparent one unless theres a custom brush like that o-o. Its confusing..very..very..confusing

exactly what does locking the transparency on a layer do?

It stops the transparency of a layer from changing, ie if you had a lineart layer and wanted to make it rainbow for some reason, you could lock transparency on the lineart layer and then scribble with a million rainbow colours and the lineart would still be lineart-shaped rather than scribble-shaped.
