A mod is not an actual part of the game. There is a Fallout 4 mod about Master Chief as well, but it would be ridiculous to claim he is apart of the Fallout universe.
NCR ranger is in Fallout New Vegas not Fallout 4, hence it would be a Fallout New Vegas cosplay. NCR is barely even mentioned in Fallout 4.
