Description
There's no confirmation when the Cyber-Controller was created, however David Bank's novel ''Iceberg'' from the 1990s suggests that in 2006 the remains of an army from 1968's story "The Invasion" (the Cyber-Faction) developed a Cyber-Controller. The Cyber-Faction's in-story chronology suggests they were evolving more towards the design seen in "The Wheel in Space" so the above design, more in-line with very late Cyber-Faction / Early Cyber-Telosian style, is my interpretation of a transitional stage leading up the classic Cyber-Controller from "The Tomb of the Cybermen".
