You see all the members of the brotherhood get killed, with the exception of the 2 that survive with you.
He says he's the last shadowscale of them all.
Common logic would bring me to believe he escaped the attack, or was out on a contract when it happened and missed the whole thing.

I looks really good, i sorta felt bad for Veezara aswell, same for the DB khajit in oblivion, who was a dick all the time, except for the one tiome you are asked to kill them all...he is all nice and apologizes for all the time he was a jerk, make killing him so painful
