I use Iaza.com for simple animation
It makes your images transparent too, you just make the BG a certain color like neon green,
But PDN is a great program for transparency ^^

I only use PDN for transparency and gradients. Paint Tool SAI is my normal go-to. (Unless it's pixeling)

I use PDN for pretty much everything but shading xD I'm terrible at digital art, I cant even make smooth lines with sai xP

For the layer you're using for lines, find the "LineWork Layer" opt. Then when you press Ctrl, you can make the lines softer or sharper by dragging them
