The Cutie Mark Crusaders get arrested for being too adorable.Β09-03-2019. Changed Applebloom's Number and changed her hairbow color to Orange to make her jumpsuit for the LOLs. Oh and I put tears in Sweetie Belle's eyes and made her cry.

It is a magic suppressor used by the Equestrian Justice System on Unicorn inmates It works by blocking the flow of magic from the casters horn. It consists of an inner platting that is made of a metal compound that has anti-magical properties and cannot be removed by telekenesis, only by hoof. Protecting it is an outer platting made of reinforced steel, which is secured by a ring style lock that is screwed on to the suppressor and locks it in to place.

I imagine those magic suppressors (or silencers, as Warcraft world knows the state of temporary inability to use magic: silenced) would block the usage of magic instead of absorb the energy cuz if it absorbs it may be defeatable by feeding it magic until it breaks apart for not being able to contain it all.
Could be a magic absorber if it's pretty much guaranteed the subject is incapable of feeding such amounts of magic and continuing to function; it's probable a regular unicorn foal (like Sweetie Belle) couldn't feed a fraction of the magic as Alicorns or high-level unicorns could and keep functioning since Alicorn Twilight depleted her mana pool in an ep, proving they can run outta magic, but she didn't seem physically affected.
1 way to contain large amounts could be to radiate or even discharge the absorbed energy at a rate proportional to the fed amount. But that's kinda detrimental.
Sending the energy back would be double-detrimental to the device: taking energy in is bad, and sending energy out is bad. Doing that for long enough with small enough amounts that the subject can tolerate it is guaranteed to break the device eventually.
Seems that suppressor covers the whole horn, which makes the subject totally suppressed since there's no direct line of sight ('clear shot', as Twily said in an ep).

I'm not entirely sure. Perhaps enchanted to absorb magic? Some rare metal that isn't affected by magic? Or since it's over the entire horn, the contraption simply blocks the magic before it can be formed into a spell. Use your imagination, that's half the fun of these things
