What do you use to make animated pictures like this?

Speaking of animation, I was wondering exactly what is "map"? I'm such a outdated techno-dork
And, lastly, some advice; I've been meaning to get a program such as Paint Tool Sai, but I'm having trouble deciding between said program and GIMP. I'm not sure which program you personally use, but it must be rather good because your artwork comes out perfect every time <3. Basically, what do you think would be best for using with Microsoft Paint: GIMP or Paint Tool Sai; or do you have a suggestion? Sorry if all these rambling question wasted your life X3

MAP: multiple animator project
I use all of those programs, but I usually use Gimp as a sort of editor (like if I wanna add text or do transparency) I use Paint Tool SAI for most of my drawings nowadays but also MS Paint for animation and such for habit. I often use Sony Vegas to put the animation together, or even Flash to just animate. (Flash is problematic with coloring though)
