When you have to fight Steve there by the front door as Japan, Russia and China. I can't seem to get past that fight, Steve keeps killing all my party members.

You may have to start from scratch then. OR. OR. Have you downloaded the latest version of the 2P!Hetaoni Game ? It comes with save files for the beginning of every single chapter. It may also have what you need to beat Steve (as the fight system's a numbers game. It should be beatable, but if you went into Chapter 5 with low HP and little to no items, it may be unbeatable and require a new game and/or different save file)

Hm, that may also be the case. Ok, I still have a copy of the "shortcut save files", you can get them as a zip file at www.mediafire.com/file/73evy49… if you want. I tested them before uploading them, to know for sure that they work. They do! There is a little instructional note from PaintDemColors as well, so just follow that if you're not sure how to set it up. Let me know when you've downloaded the file, so that I can delete it. I didn't ask for permission to share the save files, so I'm not sure how the original creator may feel about that.
