Okay so now there are two different hypotheses, one of which makes it a lot harder to be annoyed at England.

Well, the first one is that England is working on his own agenda against Italy, and is trying to fool them all into thinking he's a good guy - but from what we know of 2P!England's personality is that,,, isn't exactly in character. Then again I'm not entirely sure what your 'usual' characterization of him is, so perhaps I'm wrong and he actually is a dick...But that's probably my salt talking lmao. An expansion of this is that England possibly wiped his own memories? I remember in the earlier stages of the comic (or at least I tHINK I remember, haha) that for Italy to talk to England he had to use the butterflies to bring his 'true' side (the blue background) back to the surface. Of course that doesn't seem to exist anymore, so again this is probably wrong, but perhaps England is hiding his true memories behind his usual sweet personality. Or,,, something like that lmao
The second hypothesis I had - and have had for a while now - is to do with everyone's favourite dead nation, Holy Rome. In what we know of the original HetaOni he played an almost antagonistic part, which was quite out of character for him and therefore leads to the idea that it was somebody else using his 'form' to manipulate Italy - but that's not my point lmao. You said the blue 'sort of' introduced a new character, which made me think of 'Holy Rome' perhaps using England's body to talk to Italy, and again also perhaps working against him.
