Ah, everyone's favorite horrific cook and adorable, pure cinnamon roll, Papyrus. The shining light of the Underground. The most ridiculously sweet, seemingly naive, wonderful skeleton. Practically the only Undertale main character without some kind of sin committed in his past, or something dark about their character at all, as far as we know. The only Undertale character that it's impossible to be killed by, because he won't allow it. The character who can stop a Genocide run player in their tracks, just by existing. The character who will always be friends with you, no matter what you do... including murdering him.
Papyrus is... complicated. And simple. At his core, he's nothing more than childlike wonder and a belief in everyone being inherently good. A belief that he will carry to his grave. That's... well, his flaw. That he is too, for a lack of a better term, naive. And.. he's not truly naive, really, that's a misnomer. But it's the closest word I can think of for being so trusting in a person's inherent goodness that you'll let them kill you and still believe that somewhere in them is a better person.
The thing is... Papyrus... is actually a very good judge of character. He knows when someone is a bad person, or is going down a bad path. The problem is that he doesn't accept that as a reason to avoid a person.
He sees it as a reason to approach that person. He will believe that a person can do better than they are doing. And maybe they can. But that doesn't mean they want to. He will believe in a person doing bad things, that they can be better, so far that he will still believe you can be a good person after you've sliced off his head
He's... he's just too trusting... Is it wrong to say 'too willing to give a second chance'? Because... if it is, I'm wrong. Because he is too forgiving... there's no other person or monster, who would offer a knife wielding child covered in the remains of the dead a hug, who would believe their advance to be accepting their hug, to spare them constantly, over and over, and keep telling them that he believes in them, and... definitely, no other person in the world would continue to believe in a person's inherent goodness after they've had their head chopped off by that person.
He is such a good, good monster. Such a sweet, pure, incorruptible and brave soul. Some might call it something akin to stupidity, his childlike purity a flaw, but... it's not. Like I said, he can convince a genocide player to stop, simply because they can't bring themselves to hurt him. He is a good monster and his flaws are good traits that are corrupted by the rest of the world not being as kind as he is.
Papyrus is Sans little brother, at 21 to Sans's 30, he was 8 when their father, Wingdings Gaster died. There's a long story there, but it's for another time.
Unlike Sans, Papyrus doesn't remember their father; his memory of the time before Sans was taking care of him... is full of holes. Sans has always been there, Sans has always been the one to take care of him. That's how it's always been, and as the universe rewrote itself to rid itself of Gaster's existence, the flaws in logic are glossed over. He's always been the bright light that Snowdin needed, it was a very boring place before the 8 year old skeleton blazed a hyperactive trail through the snow and got himself a reputation as Snowdin's... Papyrus. There's no one who can fill his place or really any other way to describe him.
He's always, whether he realized it or not, and he eventually did come to realize it, been the one that Sans spent his money and time on. Sans, slightly unbeknownst to him, felt like it was more important for Papyrus to be happy than him.
You can see it with how lovingly decorated Papyrus's room is compared to Sans's, how many books he has, his race car bed, the gifts from 'Santa', the letters in Sans's room addressed to Santa, the barren room of bare necessities that Sans has, the closest thing to a luxury that he has being a treadmill that he only bought on an impulse to screw with the people who enter his room... The thing is, Papyrus is the most important thing to Sans. More important than his own life, really. And... on some level, Papyrus is aware of that. And he tries to make Sans feel better, even if he doesn't know quite what's going on.
Papyrus is definitely aware that Sans isn't just lazy. The reason he chooses to do a more... well, he nags Sans because he learned through experience that that was literally the only way to effectively express his concern for Sans. Sans won't respond to direct questions like 'are you feeling ok?' or the like. He doesn't respond to the normal 'i'm worried' anything. He will brush everything you give him off as long as you indicate you're worried about him. But when Papyrus throws those frustrated temper tantrums about how he's so lazy? That's something Sans will respond to, even if it isn't acknowledging the issues, Sans will actually respond to Papyrus being so.... Papyrus about him being lazy.
As much as Sans knows everyone, he doesn't recognize the nagging as an expression of worry. Papyrus did it so much as a kid he just got used to Papyrus throwing a tantrum about how Sans wasn't trying or anything at all, Sans, he wants to play, Sans, pay attention to him, Sans, wake up!... He doesn't behave like that any more, but... well, he does now, because he knows that it's the only way he can really get Sans to do anything on the days where Sans is too broken to do anything, even basic survival stuff.
Since Sans is used to the way Papyrus behaved as a child, he responds in the traditional rehearsed way. He knows what Papyrus expects him to do. Sans's brain kind of functions like 'do what you always do', so when Papyrus nags and tantrums, he does what he always does; grumble and be 'frustrated' and pun. And just... sweetheart Papyrus recognizing that 'I'm worried about you' gets the 'i'm fine' reaction, like, he can't actively express 'SANS YOU'RE WORRYING ME'.... But 'SANS GET UP ALREADY YOU CAN'T SPEND ALL DAY IN BED' works He doesn't quite realize the source and sometimes can't tell that it's not genuine laziness, but he also recognizes that it's self destructive to be doing so little and so he nags him. He knows he should be worried,not about what... if only because Sans is so incredibly hard to read. When you only have a single facial expression that never changes and a practiced monotone voice that knows the lines well.... how are you supposed to know what's the truth?
Fun fact; Undyne and Papyrus met when she was 12 and he was 10, on Gryftmas Eve, when Undyne's dads took her to Snowdin. Undyne was originally teasing him for playing 'Humans and Monsters' alone, but she couldn't help but join in; she didn't have the heart to really rag on the kid. Of course, the story of how Undyne met Sans is that Undyne ended up winning, and since her dad was a Royal Guard, she started reading him his rights just like her dad said they tell the humans, pinned down with their hands behind their backs. Sans used blue magic on her and punted her into a tree when he saw the kid pinning down his little brother, piranha teeth bared. The tree happened to be the official Gryftmas tree, and it left an Undyne shaped imprint that the tree never grew around. It's still there, and they still use it. Papyrus likes to point it out every Gryftmas to passersby. "AND THAT'S WHERE I MET UNDYNE! AND OVER THERE, YOU CAN SEE WHERE UNDYNE MET THE TREE!"
It's not a secret that Papyrus has a bit of a celebrity crush on Mettaton, really. Which he insists on calling it that, though Undyne insists "It's not a celebrity crush if you personally know the celebrity, Papyrus. Then it's just a crush crush.". Rumor has it, and rather accurately so, that when Frisk called Papyrus after meeting Mettaton, he told them that Mettaton was his favorite sexy rectangle, which... JFC Papyrus, calm down, you're talking to a 7 year old. Frisk is 7. They don't need to hear about how sexy Mettaton is. He's super embarrassed about that, still. It was a COMPLETELY CONFIDENTIAL PHONE CONVERSATION BETWEEN FRIENDS.
Oddly, despite that, I definitely headcanon him as asexual. He's just also a bit... loose with the word 'sexy'. He's just excited about his super special NOT CRUSH CRUSH, UNDYNE, CELEBRITY CRUSH. But really, he just wants to cuddle and be sickeningly romantic with someone over spaghetti dinner. And considering Mettaton considers sequins and glue an acceptable part of food, I'm pretty sure the both of them are about even on terrible cooking.
Design Notes: I gave him eyelights like Sans,because I just didn't feel comfortable with empty eyesockets in my personal style. His eyelights glow orange, the color of his soul, unlike Sans, who glows the color of his magic, click on the 'Soul' link to see info on that. I tried to do skeletal anatomy right, but fuck it, skeletons are hard and he's a magical talking skeleton, I felt a bit of leeway was acceptable, I also increased the detail on his boots, giving the straps new color, and put the Delta Rune for his 'Battle Body' insignia, since the original was just indistinct scribbles meant to resemble Earthbound characters, and I felt that didn't quite fit in with the Undertale universe I draw, so basically Sans decided to paint a Delta Rune, since it was supposed to be armor, and all.
