To simplify this question, copyright infringement occurs when you do certain things with a creative work which someone else produced without first getting the proper permission.
Some examples of copyright infringement (this is only a partial listing) can include:
* Placing a photograph or creative work online without proper permission.
* Using a creative work commercially.
* Adapting a creative work of one medium to another, such as making a book into a movie or a photograph into a painting.
* Modifying or editing a creative work without proper permission.
How Can I Avoid Infringing on Someone's Copyright?
The best way to avoid infringing on the rights of another creative person is to use your skill, talent and imagination to create your own completely original work. When we use the word 'original' we don't mean that you must come up with an idea which hasn't been used before, when used in copyright matters "original" means that you created your work without referencing or deliberately copying anyone else's work during the process.
Ensure that all parts of your work, both visual and audio, are your own original creations. If you have used materials which are owned by other people or companies make certain that you have obtained proper permission or licensing for the use before you place your work online.

I'm pretty sure they still do that, as it states in the FAQ.

It does state that in the FAQ, but in recent months, they have stopped deleting traces in the fan art gallery because "it's practice and many fan artists are young". So somehow copyright protection doesn't apply to famous stuff now!
Frankly I think it's a ridiculous excuse. There are "artists" on this site who do nothing but "vector" anime screenshots, and have stated that they have no interest in creating their own art.

Because TV shows, comic books, video game official art, manga, etc. etc. etc. basically anything you can call an "official source" for a fanbase are not original creations, am i rite?

Holy shit, that's the most ridiculous new article I've ever read. What's with all their flip-flopping? Jeeze, the stuff they'll be "lenient" to is plainly against their own copyright policy.
Tracing will hone someone's kills? That's laughable at best. What bullshit. DeviantART is basically encouraging people to trace instead of learn properly. Wait until those kids go into the real world and find out that tracing gets you nowhere, or stuck with a lawsuit.

Yeah, notice it's from January... this has been going on for a while. I hoped that the AX poster incident would make them change their minds but it's been two months and they don't seem to be budging.
Tracing is definitely NOT a good method for any beginner artist and deviantART needs to stop making exceptions for any kind of plagiarism if it wants to call itself an "art community." You're totally right; we need to stop letting them encourage this.
If the admins are no longer willing to handle all kinds of art theft, we need new admins. I've been here since 2004 and I remember when they used to delete traces for copyright infringement.
And thus, the stamp and the club
