WTF GAME FREAK!Edit: Apparently, it's a different kind of Shelder named ''Spiral Shelder''. I never heard of it until someone pointed it out. Thanks!

It looks different because it evolves with the Slowpoke. I remember an episode that showed the evolution both into a Slowbro and Slowking. It is kind of weird but I'm not sure why so many people have their minds blown by it.

That episode is called 'The Evolution Solution' and the reason Shellder changes shape is because it benefits both pokemon. Shellder being attached to Slowbro allows it to walk on two legs, and Shellder can travel on land.
