Um, probably not Unless you use fabric paint or something that's waterproof.

cant remember the exact process, but a guy was using 2 layers of modge podge and then a spray and it was washable in the washer and dryer... need to experiment and ill let you know

Sharpies are permanent and I think they're waterproof. I saw on one Tutorial someone that used sharpies to draw the stuff on once she was happy with the design, but I'd definately use a fixing agent of some kind. Better safe than sorry, ya know??

Yep, cheap acrylic paint works just fine!

No sealer. And the paint doesn't bleed when wet... well, at least not when it's raining/stepping in small puddles. I wouldn't try dunking the whole shoe in water though Just make sure you let the shoe dry completely after you finish painting them.
Thing with a sealer is that I think it might make the fabric too stiff..
