No, he cheated because he wasn't getting paid. He also remarks that the ref should be glad he didn't end up dead with the poison needle. He's not as evil as the anime version and his entire two-faced empire, but he's still clearly evil in the manga. Piccolo even notes that he'll probably become evenΒ more like Freeza after his defeat.
