I'm in love with Tutorials, and one about cliffs is no exception! You drew very well and I can see where this would help me. However, there are a few things that don't settle well with me.
You show your basic step-by-step procedure, which is great. However, you mark them 1, 2, 3, etc. but don't give any instruction. At the very least, if you didn't want words, you could put arrows going from the start of the stroke down during the outlining stage and arrows showing where major lighting is coming from. You would benefit the most from adding words. Explain your steps. Explain why things happen the way they do. How did you make the outline? Why is that a good outline? What brushes did you choose and why? What significance does light source have? Does your cliff creation vary depending on the material (ex: sandstone, granite, dirt) and time of day? What happened between Step 6 and the final product?
You would benefit greatly from studying tutorials and finding tutorials on how to make tutorials (tutorialception, I know). Exercise 48 Results: Painting Blood Step by Step and painting scales with Paint Tool SAI are simpler tutorials that are similar to this one, but give out just the appropriate amount of baseline information to make them easy to learn. Snow Tutorial is slightly wordier, but also very useful. To find out how to make tutorials, just go onto your favorite browser (I use ecosia.org and YouTube combo, but whatever works for you) and type in the magic words. Of course, you'll have to refine your search quite a bit as I looked and found either duds or video-specific tutorials, so you might have to go a bit deeper. Remember: When in doubt, WikiHow your way out! WikiHow is surprisingly full of very good advice.
Again, you're starting off very well. You have talent, I'll give you that! Making tutorials is a great way to refine your skills and continue/start a career. Just study, practice, and never be afraid to ask for help.
