Iceman / Bobby Drake of the X-Men.

I was conflicted on this one; the smaller version is what I wanted to do / what I kind of preferred visually. The larger / main version is what makes logical sense.

There's no reason (given that it's made out of "unstable molecules" or "Pym Particles" or whatever) his costume couldn't adapt to his ice-form no matter how much / how little of his body it covers and "convert" to ice (like Human Torch's look "converts" to fire). Logically, he could / should / would wear the same basic version of the uniform as Cyclops.

On the other hand, there's an established precedent for Iceman having a more minimal costume (I mean come on, one of his early costumes was basically belted yellow briefs and cuffed boots).

I also just like the visual of the small version in ice-form (for one thing, the "X" reads more clearly), but it's a much weaker look in his non-powered ("human") form. That's what ultimately swayed me to the main version here ... though not enough that I didn't include the "shorts" look.
