Amazing tut. One thing that I noticed though, is the light emitting from the borders. You never explained how to do that part.
Otherwise, I thought it was a pretty flawless tutorial.

The "light" is a one pixel high line, filled with light, set on either overlay or softlight!

I had a bit of trouble finding good c4ds for this and it was a little hard to follow

All of the c4d's used in the tutorial were found here on Deviant Art. I would suggest searching for "effects c4d" or "wireframe c4d".
Also, the tutorial was not intended to be a photoshop beginners' tutorial. You should have a bit of experience with it beforehand. If you'd like a beginner's tutorial, please look at my Naruto Smudge tutorial in my gallery.
