Huckleberry Hound = Lucario because they are both bipedal blue dogs. They both even have black, yellow and red as part of their color design. Lucario is such an iconic Pokemon that in some ways it has become a bit of a mascot for the franchise. This matches well with Huckleberry who was one of Hanna-Barbera's first main characters. Yogi, the arguably more famous one, is actually a spin off of Huckleberry's show and Hucklebrry would go on to make appearances in other Hanna-Barbera series.

Scooby-Doo = Boltund because I think that of all the current dog Pokemon, Boltund suits Scooby's body type and personality the most. Like Scooby, Boltund has 4 long legs, a curved spine, a long tail, a prominent snout, and expressive ears. Boltund is well known for running, which suits Scooby who runs away a lot. Scooby-Doo is also Hanna-Barbera's most popular and iconic character, which I think suits Boltund's pre-evolution of Yamper as Yamper is a pretty iconic Gen 8 Pokemon.
