The government of the Second Soviet Union designed a new flag after all the old Soviet republics reunited with the three original founders of the Second Union. The changes made were very minor. Namely, the lower blue stripe was modified to add green and dark blue colours, and the wave patterns in the Latvian and Estonian SSR flags. On the flag, the green represents the Lithuanian SSR, the dark blue and lower wave pattern represent the Latvian SSR, and the upper wave pattern represents the Estonian SSR. A second, less common way to interpret the colours would be to see the green as land, the deep blue as the sea, and the light blue as the sky, although this was not mentioned in any official statements or documents from the government about the flag.Despite the changes to the primary flag, at the time, the vertical banner used was kept the same while the government came up with a new design. It was considered not important by the government to make a change, as the vertical banner was already very uncommon to see in use. Many citizens preferred the regular horizontal flag.
