***NEW*** UNIFORM FOR THE LAND OF LOCKS ADDED TO BOTTOM!!!** Something new I learned about Konoha ANBU: Men have the red ANBU tattoo on their left shoulder and women on the right shoulder.
Also, try not to put your characters in blue jeans or modern western attire too much.
This is another sort of practice I do with character creation, especially with Naruto and the various countries being so diverse and important. Once you choose a country then do more research on your own, but feel free to consult my tutorials. There are going to be A LOT of them due to popular request!
With making your own art, you do get an "artist's license" but that licence becomes more like a learners permit when you're making characters for someone else's series. Ya gotta respect the guidelines they put down for themselves if you expect to make a believable and well-created character.
You might even find it helpful to listen to some of the Naruto OSTs to get your mind in the "ninja zone". I do it.

I wouldn't say know about Ame. 
Hmm...for Reizo, I think he looks fine. I liked the color scheme you picked for him, it blends in with Ame's monotone since they're constantly surrounded by rain. It's not too bright, but it's not dark enough so that it looks too plain or emo. I think you did a great job with this design.
As for Kazuka, I think her outfit looks a bit too similar to Karin's. A few minor changes here and there should be fine. Also, I noticed that she's wearing short shorts jeans, which can't be seen in Naruto. Perhaps change it into black leggings or just plain shorts?
For her color scheme, it's a bit lighter than what I think most Ame nin would wear, since presumably they'd want to blend in with the rain so that they're undetected. But the black areas of her jacket balances the light colors, so you did a good job with her looks as well. I'd suggest that you make the shades of her clothes' colors a bit more dark, but her outfit right now is already fine.
So all in all, I think that your OCs definitely look like Ame nin.

They only fit in the Naruto universe about half way (I'm going to be honest, and you did ask).
They look more Americanized in outfits than they should. The girl looks like she's wearing jean short-shorts (short-shorts aren't really appropriate on their own in the Naruto universe, only spandex-style may pass.) The white band around the chest is an ok idea, but it looks like it's tighter than the rest of the shirt, which doesn't make it practical to wear (think about how uncomfortable that would be to move in. Ninjas need to be comfortable and flexible). If it were simply part of the jacket/shirt it would seem more real (the way it's drawn, it looks like a warm jacket). I don't know if it has a clan symbol on the back, but if it does, awesome; it works for the style.
Reizo's shirt throws me off, it seems very west-European, most likely because of the buttons (Naruto is based off of traditional Japanese style mixed with some modern-fantasy elements). A button-down shirt is strange for the naruto universe; Japan didn't have such things really until the 1900s. Personally, I think if you removed the buttons and slightly lengthened the "open" area in the collar if he's over 13 years old and also (if older, the opening should probably come to the middle of his chest), the rolled up sleeves suggest a thicker fabric than what's used in shirts in Naruto (very thin, like cotton), if you made them straight sleeves (not rolled) just passing the elbow (hard to tell in image how long they are) and made the rolls (maybe do the "roll" colours on the inside of the shirt. It's an interesting characteristic in an outfit) in the gloves much more subtle, you'd have a far stronger character design.

He looks about 12 and his outfit is juvenile, that's why he looks like a kid.... maybe it's a good look for is younger days?
Make the colour less navy-indigo (that's what colour dark-wash jeans are) and make them longer. Since she's a ninja and not a girly-girl from our world, they should probably come mid-thy. Making them so short makes them appear like jeans. (Actually, a black bands on that torso thing, like the legs, might balance the character more, as well).

Neither am I! My secret is to look at pics on google images and open a SHIT TON (even if it's just one tiny piece or fashion idea you like) and work from there. Eventually, you'll see some cool stuff and be like "I'll work from this". Just think about looking at different semi-traditional Japanese culture based anime and maybe some more modern stuff (very selective on that though).
It's more strange for it to be part of it. Just a white thing is random, a white band is not.

Yeah, I thought the white band was cool and made it a clan thing...lol... xD I wanted the clan to wear something unique as a sign of respect. lol. so they don't allways all wear the white bands, cause it'll look weird. xD

I would assume very dull colours. The samurai weren't supposed to be bright or stand out, they're also supposed to seem more like villains, so only dark colours along with this tope-coloured armor. The country also seems slightly more technologically advanced than the other nations.
