The Celestial Intervention Agency selects members from various Chapter houses from the Time Lord Academy. Each class has a select few that can be recruited from those chapters. Arcalian, Prydonian, etc.. Once you become a member in training joining the C.I.A. you will be given a set of white and black robes to wear. This is a status symbol to your class, and shows your selection into this very private, and Government run organization. Much like a Time Lord can choose their path as engineer, Scientist, historian, and so on. In some cases as a cadet the choice of job is directed based on the skill and testing results of each time lord initiate.

When piloting a TARDIS, there will always be a representative of the C.I.A. aboard a Time Travel Capsule when on it's 25 year tour and historical recording operations. The Celestial Intervention Agency monitors all aspects of Time Lord life, as well as making great strides to monitor and covertly involve itself in the universe with other species and possible threats to Gallifrey, and Time Lord dominance throughout the universe.
