Easy, just have Naruto appeal to Toneri's already established loneliness like he does with other villains in the show and compare it to Naruto's journey. He had to continuously fight, train, struggle through heart breaks and work his butt off to form bonds with people to get to where he is at and have it shown to him through Hinata's eyes when he is probing her mind to learn more about her, you can't tell her story without telling Naruto's story because she's always been watching him and being inspired to be like him and knows his story better than most. You can truly make it a truly amazing tribute to what makes Naruto an amazing character and capitalize on what makes this 'The Last' since it would encapture what Naruto is all about. Hinata's feelings may cause Toneri to waver in his convictions, even if just a little before remembering that he has a duty to do and so Toneri would desperately try to reject Naruto, partly because he stole Hinata's heart, but mostly because he can't accept the thought that what he may be doing and everything he knows is wrong. They have a big throwdown on the surface of the moon like they did in the movie, but between Naruto's and Hinata's talk no Jutsu/memories Toneri is inspired to be like Naruto and Hinata. To start over and attempt to make amends with the people of Earth in whatever way he can instead of succumbing to his guilt and exiling himself from any possibility of forming any of the bonds he so obviously craves.
You could also expand on the Hamura backstory with the formation of the Hyuuga clan and Hamura's people that settled on the moon. Plus, how they ended up in a civil war or how Hamura activated the Tetsaigan could connect it better to Toneri and Hinata. Being honest, this movie had the potential to be so much more, like a well-paced arc that could've encaptured and answered a lot of plotlines that were leftover after the story finised.
That could make both Toneri's and Hinata's roles in the movie a lot more interesting. Also, let him keep at least one of those spare sets of Byakugans at the end so he doesn't stay blind.
