Part of the fun world building I've been getting to do with Kashmir has to do with the high goverment of the empire itself (which of course is made up completly by the dragon-like race of the Orsi).While humans are allowed positions in the regular police and sometimes even to be mayors of townships or cities, the higher goverment is 100% Orsi dominated. The highest position in the land is the "Supreme" and it is treated as an absoloute monarchy position, attained only through birth and the divine right of God. The current Supreme when the story starts pictured at the top is Grace-Duval (Orsi have two-part single names, with the first part functioning similarly to a surname). Her twin sister who was born 5 minutes after her and thus lost out on that sweet divine right to rule pictured at the bottom is Grace-Fierce.
Grace-Fierce is head of the empire's secret police/spy organization (hence her black suit) and she has an Orsi birth condition similar to human athsma, explaining the breathing apparatus secured around her snout.
Despite both being blood and seat at the top of an entire empire, they sometimes don't get along well with each other.

since the orsi give power to some humans have you thought about making a human that is sorta like a mini boss who is sorta like a queen of thieves who rules over most humans in the capital city and with cold emotionless eye and a always calm smile slaughters her own kind in public displays on a weekly basis to keep human compliant to the orsi's and most likely had some kind of hand in the early demise of your protagonists mother and sister but she might commit all these sins so the leader of the secret police grace-fierce does not kill her orsi hybrid half brother due to laws that state any such child is a abomination and must be killed along with both parents

You lay out a lot of very interesting story elements and potential characters. And while I don't have anything matching your exact scenario there I've already set up several plot points that mirror elements like those there! Thanks for the suggestions though!

Definitely feeling a lot of Egyptian/Ottoman theme here in the government. Reminds me of the Sultans and other high ranking officials. Any sort of "caged songbird" effect here for the leadership?

Hmmm I can't say at this stage, but there just may be! I'm glad you like their feel and structure a lot! I'm also trying to inject some Indian influences into their aesthetics and architecture too.
