A tragic event years ago involving the rebellion and explosion of a number of HumaGear left Hisashi holding up a mountain of rubble to protect a gravely injured little girl, refusing to give up until help arrived. Overflowing with guilt, and also impressed by this feat of strength, Keronosuke Hiden, CEO if Hiden Intelligence, paid for medical care to rebuild his ravaged spine and arms, replacing muscle and bone with machinery where needed. This allowed Hisashi to return to his day job, but his secret life of crime was brought to a close. Hisashi learned of Atsuko's passion for fighting and trained her himself, and when Hiden died, he received a ShotRiser as well, vowing to use it to protect people from experiencing the same horrors as him and his protege. Hisashi uses the ShotRiser along with the Shielding Turtle Progrise Key to transform into Kamen Rider Flash.

Shielding Turtle is Flash's primary form, using the power of the turtle. Hisashi transforms with the ShotRiser in Gun Mode, pointing the weapon straight up and punching the bullet as it descends. This form is sturdy and strong, acting in support of his allies and keeping civilians clear. Flash uses sudden, simple movements to fight, and is able to project force fields that resemble turtle shells from his armor.

Flash points the ShotRiser at his foes, raising energy walls on either side to rein them in while a spinning green construct of turtle shell manifests in front of the gun barrel. As the walls bottleneck his targets, Flash fires off the shell, which ricochets until all enemies are destroyed.
