Professor Yoku is a member of a secret sect of Faust dedicated to completing a task for Evolto: a failsafe in case his plan should fail. Yoku is a skilled programmer, and did considerable design work on their secret project. Just as the project reached completion, Yoku was injected with the Nebula Virus, a highly contagious variation of Nebula Gas, causing him to submit completely to the being he had helped create. After being given the title of Hell Herald, Yoku styles himself as Kamen Rider Strike, and dedicates himself to the goals of her creation.

Yoku uses the Raven and Kaichuudokei Full Bottles in the Over Driver to transform into Kamen Rider Strike. In this form, he is nimble and watchful, casting darkness so he can disappear within it. Strike is also capable of entering a powered-up mode, where large robotic wings unfold from his back, and meteor hammers shaped like pocket watches appear attached to his wrists. In this state, Strike can fly high and deliver heavy damage at range. Strike is also armed with the OverSteamGun, which can use the Pocket Watch Cell to forcefully transform people into Nebula Drones.

By turning the crank on his Driver, Strike summons a blur of purple and navy energy, running towards his foe andd delivering a bicycle-style Rider Kick. In his powered-up mode, Strike soars high into the sky, ensnaring his target with his meteor hammers before drawing them in towards his finishing kick.
