Ravio is Link's alternate universe counterpart from Lorule (like Hilda is to Zelda). Unlike Link he talks a lot, is slightly greedy and is a bit of a coward who knew he couldn't take on Yuga himself. Due to that he chose to prepare Link by giving him the needed items and the bracelet that saves him from becoming permanent art.
