In several universes, Grimlock has no mental deficiencies - in fact, he's quite intelligent. His speech patterns are instead explained as a partial aphasia: a glitch or flaw in his vocal processors that limit how he verbally expresses himself. His statements become clunky, brutish, even childish at times, since he's incapable of elaborating at the level of his intellect. Hence, why his internal monologue is 'normalspeak', while his verbal dialogue is "dinospeak".
