Cloaked Ansem from KH1. I did it for a sprite comic called Kingdom Hearts: Ultimate Remix. 98% original, the hood was based on the Hooded Organization Member sprites from Chain of Memories.Related content

You are half correct. Let us say that it is not the Xemnas with which you are familiar. He belongs solely to Darkness.
It's Ansem/Xehanort's Heartless. Voiced by Billy Zane in KH1 and (in flashbacks) in KH2 by Richard Epcar.

Well, there are similarities in character, of course, because they are the same person. The whole "I've been to see him" scene refers to Xemnas' appearance in Final Mix.

That's Paul St. Peter voicing him, if I'm remembering correctly. The scene is set when Roxas was in Organization XIII, and the dialogue is about them being Nobodies ("I'm what's left. Or, maybe I'm all there ever was," mirroring what Xemnas said in Final Mix, "I am... a mere shell.") It is rather hard to tell, given they both wear Organization cloaks and have monotone, deep voiced actors.
It has been a while since I've really been into KH, so I could be wrong there.
But the fact that the brown cloaked man is Ansem/Xehanort's Heartless is definite. He's voiced by Billy Zane, and his lines were re-recorded by Epcar when Zane was replaced.
