Clever, very clever to play on the past, Everything Chara says makes sense, however there are quite a few things that show the opposite, Why hope for Frisk's return if Sans wanted a stable timeline? She was already without her, Sans said it himself, nobody noticed the absence of Frisk or the return of Chara. and Chara did not do anything wrong. 
He loves Frisk simply, with love comes jealousy and sometimes selfishness. the special situation what they are in do not help, specially since Chara was again acting up, who could leave an evil spirit alive with his beloved ? especially that Chara shows that he has not really changed
I hope Sans will put his skeletal pride on the side to express them.

Chara indeed doesn't know about Sans's wish for Frisk's return in the past few years.
