Created around 1993 between the Warsaw Pact nations, Cuba, Vietnam, Laos, Cambodia, and China as counter to the internet. By 2007 it grew to include more than just the communist states. The entire network is disconnected from the West and its allies with limited access to global network. This access is controlled by a committee of officials from each member state that control and filter what can be added to the DGDN from the outside. While each nation is technically connected to the others, access to pages from fellow members varies such as from inside North Korea to the other states. Each state heavily monitors access from each computer used within its borders and the members have the power to disconnect their populace's access at will.

Its isolated from the rest of the communist bloc and is slowly liberalizing itself. Contact between the Albania portion of the network is delayed when trying to connect to the rest of the network
