That looks a lot like the street running behind the RPD in "Desperate Times." The building with all of the red-curtained windows in the far back is The Arcade, if I'm right. This location model can also be found in the REUC game data - for HUNK's scenario, if I remember correctly. It's part of the location model for the RPD that includes the back roof and helipad area.
