Master of numbers, a mess at social activities. Luckily, he doesn't get nervous when doing his presentations to the Council.

As the Minstar of War Economy, his purpose is to advice the Council of ways to reduce expenses in terms of war loses and increase profit from resources (land, water, Ivosy) gained for successful missions from the Cavallian Army. He also coordinates the distribution of resources and funds for the Army and Research Facilities of the Empire as well as the payment of all soldiers and employees of the Empire.

During his work, he noted the unusual pattern of Commander Diether's war score, he estimated Commander Diether responsible of 25% to 37% of all the mission success he was involved in. Since then he befriended his Navigator; Claire Pavli, to get all the numbers he produced during missions. He also makes sure to defend Diether when he has acted out on his own desire, as Smartwick firmly believes "losing Diether is unnaceptable on our plan to expand and erase the Rebellion". His position about Diether has gained him a rival, War Minstar Reinhard. Who actively tries to remove Diether's "tainted blood and cursed race" from the "pure Cavallian blood".

Smartwick started as a SN Pyro Pilot in the Army but quickly acquired Minstar status thanks to his number obsession and family ties with the high officers.
