Over and over and over again I've been asked to make a base-making tutorial. I started with a hair tutorial from requests, this is my second tutorial on how I make bases.This particular base was a remake, an upgrade (almost completely different line art) from an older base of mine called the Rosie Base of a woman lying on her stomach, propped up on her elbows, feet on the ground (mostly). It was awarded Base of the Month at two separate Pixel Forums, my first time recieving the award. (I also recieved another doll of the month award, another first that month, but that is a separate creation.) I called it rebase and decided to map my progress, since people wanted to see it.
Here you have my pallette and my technique, which looks much easier than it is.

can this be used for any program or is it for a specific paint tool ?

You can really use any program that allows you to use a 1x1 pixel brush with 100% opacity and no aliasing. So, MS Paint would be fine. I just prefer being able to use a transparent background, so I've been using Corel PSP since it was owned by Jasc.

Real steps are "step -1: plan your stuff out" and "step 0: sketch things out if you need to". Really important stuff people tends to overlook there.
But step 1 as strictly "lineart" is quite missleading, and may discourage anyone who arn't confortable with lines (unless they're just tracing, I guess). Some people can line their sketches but are better at starting the final piece with a silhouette of plain color they refine. It's as good of a step one for a base, basically resulting in "step2 + polishing the shape", since it's a painting technique.
Remember guys, pixelart is about clusters of colors, and shapes, lineart as a base rather than polishing step is only a shortcut for those confident in their drawing skills. Don't be discouraged if you can't line, lineless style is a thing relying on painting skills instead, but still a thing too. Good news is that even working with shapes rather than lines, you can add lineart around them when the shapes are finalised.

This was just a tutorial of how I personally used to make bases. It worked for me and everyone will develop their own steps and techniques.

This reminds me sooo much of Fleja from Pixilart, the shading and the colors. I love it! It is pleasing to the eye!

Alternate colors, checkerboard style. You can use other patterns than plain "one color_A then one color_B", best is still to experiment until you find your way to use the technique, but there's no strict rules to dither or create texture.

what's the program you use to draw? or you think is the best one.

Program don't matter much (especially for pixelart) but "Aseprite" have tools to save your palette so you have total control over it, and animation tools too. "Graphic Gale" went free a while ago, less intuitive interface but still an equaly (or even more) powerful program according to some artists using it.
As for regular drawing...Pens and paper best and cheapest tools you'll have. I mean really, draw traditionally then scan your sketch and you can use it as a guide once resized to pixelart size even if you don't have a graphic tablet and good digital program. (it will look more like a silhouette than a sketch depending on the targeted size, bit still a good base to start. Thinking outside the box is key to progress)
