Step 1 - 2 :
(SAI)
-Doodle all the way
-Pick your skin colors
Step 3-4 :
(Photoshop)
Add Overlay layer on top of skin color.
Step 5-6 :
Playing around with Adjustment,Levels, Curves, Vibrance..
Step 7-8 :
Add Color dodge layer for the effect/
Texture/ Opacity.
Final Step: Filter> Sharpen
