This is a layer-effect (outer glow). I often work with non-pixel-elements, like glows and gradients.

This is an amazing piece! The color palette offer a very ethereal and mystical feeling, which works really where with the nocturnal nature setting. The different types of shading used, especially the dithering, is well made. The same goes for the layers of perspective. I personally think that the purple glowing petals/shards/things should also spread a little bit more in the background - they seem to be all foreground, maybe because of the similar color or glow-size.
Overall, lovely piece of pixel art . The character is lovely, the lake and distant mountains are as simplistic as they should be, the moon(though I think it must be some other planet) is nicely detailed.Β
