Description
The Outsiders are a sort of Tsan-Chan cryptid, rarely sighted entities that appear to be some kind of mutated human in ragged finery. There are a few unconfirmed reports of them clandestinely speaking to Byakhee in out of the way areas.In game:
The players might notice Strangers watching from a distance; on top of buildings, from behind trees, etc. As the game progresses they'd appear in greater and greater numbers but always disappearing if a player gets close.
Eventually they'll start spotting Intruders as well. Obviously these brutes have a difficult time hiding and will act aggressively if approached. If irritated enough, they'll attack. They're super strong melee fighters although they can also fling rocks.
If you kill an Intruder the Stalker will start showing up, gesturing at players to come closer. If they do it will tell the tale of a fallen kingdom that it needs their help. If the players agree to help it will lead to a questline where they uncover strange extra-temporal ruins. As they plumb the secrets of the ruins they discover that it's not some fallen civilization that preceded Tsan-Chan but an alternate version of their own. The Stalker is a version of the player from a timeline where the King in Yellow rules the planet! They can either fight the Stalker as a mirror boss or merge with them and activate the black star core at the centre of the ruins, bringing Hastur to Earth and getting a bad end.
Note: These guys are actually recycled from old Mighty Children designs. Originally I had decided that the King in Yellow and the Empress of Tsan-Chan had mated, with the Mighty Children as the result of their union and Tsan-Chan as the equivalent of Carcosa on Earth. I realized that wasn't the direction I wanted to go in but I figured it would make a cool quest.

here is another question about eldritch entities, how do you envision the cosmic flutists of Azathoth?, and what are the flutists made of?.

There are two kinds of Flautist. One is a sort of multiversal space-whale with a form of reality influencing song. The other kind is the more familiar shape (an octopoid holding a physical flute) but they're cargo cultists of the space whale variety. They think they're helping to keep Azathoth asleep with their cosmic radio flutes but at best they're doing nothing at all.

That's fair! I do really like The King in Yellow, and being part of Carcosa is a lot less bad than other possible ends in the Mythos.
