No, he doesn't do anything valuable, he's a little pervert with an ability that makes him come off as a creep and even more bizarre ID card ability (which is based off a really bad manga from I've been told), and also the way you are phrasing it makes it sound like others are doing jack, while Alt Dawn is somehow a special snowflake.
So? Just because he's a fictional character doesn't mean I can't express my dislike for him and say that I find him essentially unlikable in any sense. I'm not exactly hating on him, now I am?

It might be "just kisses," but the truth is that it really is something that matters to some people. Their reasons may seem irrelevant to others, but it's not up to others to decide what should and shouldn't be important to the individual. This girl clearly valued her privacy and held the idea of intimate contact to certain standards, and that's her privilege. Advancing medical science is no excuse, "the greater good" is never a justification for assault.
And you can say that it's not "really" assault, but... well, consider Fluttershy. There's a personality type with certain issues who would likely panic if someone took such liberties. People can be (and have a right to be) very sensitive. And princesses and physicians both should have an exceptional responsibility to respect those individuals.
As for giving medics what they need to heal you if you're injured, well, that sounds good, but taking that information without consent flies in the face of the hippocratic oath as we know it. Things might be different in Equestria, but here there's a great sanctity placed on the concept of "doctor-patient confidentiality." People allow doctors to examine them down to the bone, but only the doctors they choose. The idea that a complete stranger can grab all your medical data and do what he wants with it is reprehensible to the ethical code that doctors are meant to uphold.
Sorry, sorry... I know I'm on a soapbox here. I don't mean to jump down your throat. This sort of thing just tends to send me off on a tangent, I know I'm taking it too seriously. This clearly isn't a "too serious" comic! But, ah, it's geek nature to make things more serious than they are. Love the view from that soapbox, yessir... anyway. so no harm done! If anything, I appreciate to see when
people get emotionally invested in something like this.
And you bring up good points, for human beings.
Though these are ponies ^_^' and their standards are
far different from our owns, no? I could be wrong too.
I mainly just reacted to all the people that has clearly
never seen manga / anime that focuses on teens until
this, and where violently hating the guy for the kiss.
Maybe it is just me and my culture, but a kiss is not a
big deal, unless you are a emotionally trapped teen
with way too expectations for what the world will hold.
Besides, it is just a cutesy MLP manga 
And we are talking about a fictional world where it is
fully acceptable to banish your emotional teen sister
to the moon for 1000 years because you could not get
your royal white flank into action and care about it!
As well as to trap demi-gods in statues until someone
