Description
At around 2000H, two and a half (2.5) hours after the president address the nation, the Pinesdor Armed Forces deployed its Army Civil Reaction Team to various Major Border Points going inside Downtown Newport, the epicenter of the virus, to prepare for the hard lockdown at 0000H. The National Fire Agency tasked the Newport Fire Department to spearhead Disinfection and Decontamination Procedure while NFD-EMS Division will be the primary unit to take charge medical procedure after disinfection and decontamination of possible infected individuals, with the guidance and support of Department of Health. All major thoroughway's border control will be placed under the direct jurisdiction of Armed Forces while minor roads leading to Downtown Newport will be placed under the jurisdiction of Civil Guards.

Only essential persons will be allowed to go cross-border travel, given that they have the necessary documents to support their identity and function insede Downtown Newport.

The said Downtown Lockdown will last for one month and subject to change upon the recommendation of concerned government agencies.

At around 1930H, the DOH declared that there is 1 Confirmed Positive, 26 First Responders from Old Norfolk Road is under observation and quarantine, 21 Personnel from NIA, BCA, and PAIS-BCA are also quarantined, 167 NGH Personnel and 51 Patients are quarantined inside NGH and still on lockdown. National CBRNE Laboratory of CDDM already received the NFD-CBDRNE Battalion field samples from NGH, while Bureau of Animal Services confirmed that the slaughtered chickens tested positive from the contagious animal to human transmission of CV-02 better known as Chikuna virus, first detected from Dava Country on late 2002. Chikuna virus is transmitted through ingestion of the meat of the chicken and quickly targets the immune and respiratory system of a person. Chikuna virus is obtained from Dirty and Unhygenic Poultry Farms especially if the poultry animals came in contact with feces, or other bio-waste fluid product of the said animals.

The Department of Labor is in close coordination with private companies whose businesses will be effected on the Hard Lockdown implied by the national government, will be assisted by the said department.

The president grants the approval of disaster calamity fund to purchase additional and be used in Scientific Equipment, Government Financial Aid, and Relief Operations. The Department of Social Welfare will spearhead the release of Gov't Financial Aid and Relief Operations. While the Department of Science and Technology Development will coordinate with Department of Health to strengthen the current testing procedures and fast track the process.

The Department of Agriculture is requesting to also place the Hillford District under Hard Lock Down to safeguard the agriculture and aquaculture activity in the said district and pending approval from the House. The Bureau of Animal Services of Department of Agriculture along with Department of Trade orders the recall of all poultry product nationwide to test the said products from CV-02 to confirm if the poultry indutry is affected and to prevent its spread. The DA-BAS will conduct inspection and testing on all 104 Poultry Farms in the country.

It is expected that in the first 24 hours of the Hard Lockdown will be crucial and chaotic, and it is also expected that within 24 hours new progress will be given to further guide the existing guidelines and restrictions of the government.
