This is Deidara from the manga/anime Naruto/Naruto Shippuden. Now, you see those green buns 'bouncing' off his hand-tongues? Yeah, uhm... lemme try to explain what's going on here:
Deidara usually sticks his hands down his clay-bags that he wears under his Akatsuki-robe - and he lets his hand-mouths munch on the explosive clay inside those bags. However this time, someone must've switched the explosive clay with... ingredients for making mochi (Japanese rice cake/buns - and yes, eaten in some other Asian countries as well).
Now, don't ask me how he also managed to get the mochi green coloured as well as fried!!! This is a mystery!
