The rest of my Akatsuki chibis can be found
->HERE<- This is Konan from the manga/anime Naruto/Naruto Shippuden.
I wanted her to smile more, poor lil cutie. So I gave her a sanshoku dango to munch on! Now she's so very happy.

Yes, naturally I made them. And do you mean you want to see a chibi tutorial?
I could give you some steps here 
I use Photoshop and a wacom tablet.
1) Start by sketching up the chibi pose on a layer.
2) When happy with what it will look like, make a new layer and ink over the sketch (creating the ink lines). Throw away or hide the old sketch layer (as you no longer need it).
3) Make a new layer for coloring in the flats of your chibi (base colors), placing it under the ink lines layer.
4) Create yet a new layer over the base color layer; this is for placing shading.
You can keep going like this with new layers if you like, making it easier to color details without messing up other areas. 
When you're done, merge all visual layers; careful not to flatten image (or you will get a white background, unless that is OK for you). If you want the white outlines as I have used for my chibis, just double click on your layer, or go to the menu: Layer > Layer Style > Stroke... to bring up the 'Stroke options' and play around with the layer styles options until you're satisfied.
As a final step, make sure to save your chibi as an .PNG file for maximum quality. This is especially important if you want a transparent background. If you have any questions, just ask! Sorry I don't have a visual tutorial, but if you want more detailed advice on certain steps, let me know. ^_^

Ah! Actually, they won't be facing. e__e My first thought was
that they should, but then - at second glance it looked as if
Konan was gloating and laughing evilly AT Pain (not making her stand out
in very good light, if this makes sense). I don't want people [fans of Pain] to think Konan is
being a total b*tch towards Pain by laughing at him, so I decided to face her together with
someone else and it'll look good (because I really wanted her to keep the cute laughing face)!
