Yep. The Legendary Dogs and The Legendary Birds, when together in their respective groups are equal to that of a Super Saiyan, which stage of Super Saiyan you ask? Hmm, well to keep with the power levels in The Guardian-Verse.

When Entei, Raikou & Suicune working together as one, they're equal to the level of power Goku's SSJ form is as the start of the Tournament of Power in the Anime.

Same goes for when Zapdos, Moltres & Articuno are working together as one. Individually they're still massively powerful, picture for Entei being on the same level as his Pokemon: Spell of The Unown counterpart by himself if not greater.

I'll be answering the question of whether or not The Legendary Pokemon can speak in The Guardian-Verse or not soon btw.
